United Cities and Local Governments (UCLG) is the global network of local and regional authorities, representing over 240,000 local governments in more than 140 countries around the world. Its research-based Global Observatory on Local Democracy and Decentralisation (GOLD) has been facilitating for the past three years a local governments’ report to the High-Level Political Forum, supported by UCLG and the Global Taskforce of Local and Regional Governments (GTF). The document aims to provide, via its ‘shadow reporting’, a complementary perspective on the process of SDG implementation as seen and lived directly at the level of municipalities, regions, provinces and their territories and communities.
