From the 9th – 11th of November the DeLoG Learn4Dev Joint Learning Event on „Fragility, Decentralisation and Local Governance“ took place in The Hague, Netherlands, hosted by VNG International and jointly conducted with The Hague Academy for Local Governance. More than 20 participants from development partner organisations such as UNDP, UNICEF, BTC, MAE, GIZ, SDC, LUX-DEV and VNG International came together to discuss current developments and strategic approaches for Decentralisation and Local Governance (DLG) in fragile contexts.
As the event brought together staff from DPs headquarters and practitioners from the field – amongst others from Lebanon, Palestine, Burundi and Ukraine, the participants got ample chances to exchange theoretical knowledge and practical experiences during a guided three day seminar. With experienced presenters from different international organisations like the European Union, ACE Europe or Pax for Peace, the learning event offered the participants an open learning atmosphere. While the participants themselves had the chance to present their own projects and experiences, the topics of the seminar were versatile and gave theoretical and practical input. Topics among others were:
- Unpacking dimensions of Fragility
- Forms of DLG and the right sequencing in fragile contexts
- State- and peacebuilding
- Applying political economy in fragile contexts
- Fiscal relations and direct local budget support for strengthening municipalities
- M&E of DLG in fragile contexts
During the vibrant discussions, topics such as the role of donors in fragile contexts, capacity development or the core principle of legitimacy were discussed. Several group discussions underlined the complexity of fragile contexts and how unique each of the presented (country) cases of fragility is.
